EOF and Employee Survey Alignment
The Mastertek Effective Organisations Framework provides the common language for all our diagnostic tools across the listening framework. It connects employee experience to the organisational conditions that support or constrain performance.
EOF structure
| Dimension | Aspiration | Key drivers |
|---|---|---|
| Cause — Why are we here? | A trusted Council delivering visible community outcomes, led by values-driven leaders. | Community Focus; Values-Based Leadership; Governance & Integrity; Delivering Results |
| Capability — What do we need to be successful? | Equipped, capable people, clear roles and simple systems to deliver today and build for tomorrow. | Roles & Clarity; Resourcing & Capacity; Tools & Equipment; Systems & Processes; Development & Pathways; Performance & Feedback |
| Culture — How do we work together? | A safe, fair and inclusive workplace where great work is recognised and ideas move us forward. | Health & Safety; Wellbeing & Psychological Safety; Collaboration & Connection; Innovation & Change; Recognition & Reward; Pay, Benefits & Flexibility |
X-Factor outcomes
In addition to addressing the EOF Key Drivers, the Employer of Choice Employee Survey also includes four 'outcome' questions. These are used as underpinning measures for the broader listening framework.
| X-Factor | Employee Survey question | Why it matters |
|---|---|---|
| X1.1 Experience | Overall, my experience working at Council has been positive. | Tests whether the employment experience is positive overall. |
| X1.2 Intent | It would take a lot to get me to leave Council. | Tests retention confidence and the strength of commitment to stay. |
| X1.3 Advocacy | I would recommend the Council as a great place to work. | Tests whether employees would speak positively about the organisation as an employer. |
| X1.4 Pride | I am proud to work for Council and of the work we deliver. | Tests connection to purpose, contribution and the organisation’s work. |
How listening channels align
| Channel | Alignment | Use |
|---|---|---|
| Annual benchmark survey | Measures the full EOF driver set and the X-Factors. | Provides the comprehensive baseline and priority-setting evidence. |
| Pulse survey | Uses fixed X-Factors and a small set of priority EOF driver items. | Tracks movement between annual survey cycles. |
| Onboarding feedback | Uses lifecycle-specific EOF diagnostics early, then introduces exact Employee Survey comparators once new starters have enough experience to answer them meaningfully. | Tests readiness, induction, early effectiveness, probation outcomes and the transition into the ongoing employee experience. |
| Exit feedback | Maps leaving themes to EOF drivers, especially role clarity, leadership, development, workload, reward and culture. | Identifies retention and employee experience improvement themes. |
| Stay interviews | Uses EOF drivers to structure retention conversations. | Clarifies what retains priority employees and what may cause them to leave. |
| Leader-led listening | Uses EOF driver themes to interpret results locally. | Turns survey results into team-level action. |
| Targeted micro-surveys | Focuses on selected EOF drivers or related risk themes. | Provides deeper insight where annual or pulse results point to a specific issue. |
| People metrics | Maps objective indicators to EOF drivers and X-Factors. | Helps test interpretation and monitor performance. |
Interpretation rule
The annual survey explains the full pattern across EOF drivers and X-Factors. Other listening channels should help sharpen the understanding of trends, lifecycle moments, local context, specific risks and action follow-through.
For onboarding, direct comparison requires identical wording. Preboarding and First Week items are predominantly lifecycle-specific adaptations; First 6 Weeks and 3 Months / Post Probation deliberately use direct Employee Survey items where valid. Adapted or proxy onboarding items should not be trended as though they are the same measure as the annual survey.
