EOF at a Glance
The Mastertek Effective Organisations Framework organises the conditions that help councils become effective, attractive and sustainable employers. It does this through three connected dimensions: Cause, Capability and Culture.

02. Practical Use Cycle

| 1 | Confirm the priority question | Clarify the decision, risk, opportunity or outcome leaders need to improve. |
| 2 | Review the evidence | Bring together survey results, workforce data, existing strategies, leadership input and current initiatives. |
| 3 | Map to EOF | Code the evidence to Cause, Capability and Culture, then to the relevant Key Drivers. |
| 4 | Identify gaps and strengths | Distinguish what is already addressed, what is partly addressed and what is missing. |
| 5 | Choose focus areas | Agree the three to five priorities most likely to shift outcomes. |
| 6 | Build and measure actions | Define owners, timeframes, lead and lag indicators and a practical review rhythm. |
