Employer of Choice Employee Survey

The Employer of Choice Employee Survey is designed to capture employee perceptions across the areas that shape organisational effectiveness and employee experience.

The survey has two connected layers:

Key Drivers — the practical organisational conditions that shape experience and performance.

X-Factors — outcome measures that show whether the overall employee experience is translating into experience, intent, advocacy and pride.

Layer What it measures How to use it
EOF Dimensions Cause, Capability and Culture. Understand the broad pattern of organisational effectiveness.
Key Drivers 16 practical drivers such as role clarity, workload, leadership, safety, collaboration and reward. Identify where improvement effort should focus.
Survey questions Specific employee perceptions mapped to each driver. Understand the issue behind the driver score.
X-Factors Experience, intent to stay, advocacy and pride. Assess whether the employee experience is producing positive outcomes.

Survey questions are diagnostic, not punitive

Survey results should not be used as a performance scorecard for individual managers or teams. The purpose is to identify patterns, risks and opportunities that Council can understand and act on.
