Clarify Create Execute

At Mastertek we apply the EOF through a practical Clarify, Create and Execute workflow. The intent is to move from diagnosis to priorities to implementation without allowing the framework to become abstract.

Phase Purpose Typical activities Outputs
Clarify Understand the current state. Review survey results, workforce data, leadership perspectives, current strategies and people metrics. Current-state themes, risks, strengths and priority questions.
Create Identify priorities and design targeted responses. Map findings to EOF Key Drivers, test priorities with leaders and develop strategic initiatives. Prioritised initiatives, action plans, ownership and success measures.
Execute Implement, measure and course-correct. Embed actions into business rhythms, track lead/lag indicators and review progress. Implementation discipline, scorecards, post-implementation reviews and continuous improvement.

How this relates to the survey

The Employee Survey provides a strong starting point - aligned to our Clarify phase of work. It should then be combined with leadership and SME engagement, workforce metrics and existing plans before Council decides what to create and execute.
