Project Roles and Responsibilities
Clear roles prevent survey administration from becoming reactive. Council should confirm responsibilities before setup begins.

Before launch, the project owner should be able to answer:
- Who approves the survey scope?
- Who supplies and validates employee population data?
- Who signs off communications?
- Who monitors response rates?
- Who handles employee queries?
- Who receives reports and under what access rules?
- Who owns action planning after results are released?
