The Mastertek Effective Organisations Framework underpins our work and support services across employee engagement, workforce strategy, leadership, performance, reward and continuous improvement.
The framework helps councils translate employee voice, leadership insight and operational data into practical priorities and strategic initiatives. It provides a common language for diagnosing the current state, designing targeted improvements and tracking whether those improvements are making a difference.
Three simple questions

Why EOF matters to the survey
The Employee Survey is not a generic satisfaction survey. It is structured around the EOF so employee perceptions can be interpreted against practical drivers of organisational effectiveness.
Why EOF matters after the survey
EOF helps Council avoid vague action planning. Instead of saying “engagement needs to improve,” Council can identify whether the practical issue is role clarity, workload, systems, leadership, recognition, pay fairness, change management or another specific driver.
