LGNSW-Mastertek Employer of Choice Program
The LGNSW/Mastertek Employer of Choice Program provides participating councils with access to our standardised Employer of Choice Employee Survey, reporting and a potential recognition pathway through your LGNSW membership.
The purpose is to help councils generate meaningful, representative employee feedback and compare results over time and, where available, against participating councils. The survey gives councils a structured view of employee perceptions based on the Mastertek Effective Organisations Framework.
The LGNSW/Mastertek Employer of Choice Program gives participating councils access to the standardised Employee Survey and reporting. It is not, by itself, a broader action planning program of work.

What participating councils receive
| Component | What it provides |
|---|---|
| Standardised Employee Survey | A sector-specific survey aligned to EOF and the X-Factor employee outcomes. |
| Third-party survey management | Independent administration that helps protect confidentiality and trust. |
| Reporting | Whole-of-council results, Key Driver results, question-level results and demographic/work area views where reporting rules allow. |
| Benchmarking | Comparison with available industry data or participating council results where applicable. |
| Recognition pathway | A potential pathway for strong-performing councils to be recognised through the Employer of Choice Index or related recognition process. |
How participation works
The survey is scheduled during the annual survey window (between March and October each year) and configured to reflect each council’s organisational structure, communication needs and agreed demographic fields. Councils may also discuss adding custom questions where there is a clear need, but the standard question set should remain intact where the council wishes to preserve comparability.
Practical decisions for council
Before launch, council should confirm:
- who will act as executive sponsor;
- who will coordinate the process internally;
- what employee population will be invited;
- what organisational structure and demographic fields will be used for reporting;
- whether hard copy or assisted completion options are required;
- the preferred launch window and reminder cadence;
- how results will be communicated and actioned after reporting.
