This Companion Guide is provided by Mastertek Pty Ltd for the use of authorised council personnel participating in the LGNSW/Mastertek Employer of Choice Program and Employee Survey.
The guide is intended to support council project teams, executives, people leaders and nominated internal users to understand the survey process, the Effective Organisations Framework, reporting outputs and related implementation activities.
Permitted use
Council personnel may use this guide for internal purposes directly connected with their council’s participation in the LGNSW/Mastertek Employer of Choice Program and Employee Survey.
This includes using the guide to:
- prepare for the survey process;
- brief internal stakeholders;
- understand survey methodology and reporting outputs;
- interpret results responsibly;
- support internal action planning and follow-up activities; and
- complete returnables and templates requested by Mastertek for survey set-up and reporting.
Restrictions on use
No third-party organisation, external contractor, consultant, adviser, service provider, software provider or other external party is permitted to access, copy, use, adapt, reproduce, distribute, commercialise or rely on any element of this guide without Mastertek’s prior written consent.
This restriction applies whether the material is used in full or in part, and whether it is used directly, indirectly, internally, externally, commercially or non-commercially.
Without Mastertek’s prior written consent, users must not:
- reproduce, copy, extract, distribute, publish or share this guide or any substantial part of it;
- upload the guide or its contents to third-party platforms, tools, repositories or knowledge bases;
- use the guide to develop, benchmark, replicate or improve any competing survey, framework, consulting methodology, software product, reporting tool or advisory service;
- provide the guide to external consultants, advisers, contractors or service providers for their own use;
- adapt, rebrand or incorporate the content into another organisation’s materials;
- use the survey questions, survey architecture, scoring methodology, reporting logic or related templates outside the authorised program context;
- use the Mastertek Effective Organisations Framework, Key Drivers, X-Factors, terminology, mapping logic or associated materials outside the authorised program context; or
- remove, obscure or alter any copyright, ownership, confidentiality or attribution notice.
Intellectual property
All intellectual property rights in this guide and related materials are owned by, or licensed to, Mastertek Pty Ltd.
This includes, without limitation:
- the Mastertek Effective Organisations Framework;
- the Cause, Capability and Culture framework structure;
- the Key Drivers and X-Factors;
- survey questions and survey architecture;
- scoring, interpretation and reporting methodology;
- guide content, templates, examples and explanatory text;
- diagrams, tables, page structures and practical tools;
- action planning and mapping methods; and
- related program materials, terminology and know-how.
No ownership rights are transferred to any council, employee, user or third party through access to this guide.
Confidentiality and controlled distribution
This guide is provided as controlled program material. It should only be accessed by council personnel who reasonably require it for their role in the survey process, reporting, internal communication, interpretation or follow-up action planning.
Councils should not circulate the guide more broadly than necessary and should not provide access to any external party unless Mastertek has confirmed permission in writing.
No independent reliance by third parties
This guide has been prepared for use within the specific context of the LGNSW/Mastertek Employer of Choice Program and Employee Survey. It is not intended to be used as a standalone methodology, public resource, general HR guide, legal advice, governance advice or consulting toolkit.
Third parties must not rely on this guide or any part of it without entering into a separate written arrangement with Mastertek.

Requests to reproduce, share, adapt, reference or use any part of this guide outside the permitted internal council use described above should be directed to Mastertek Pty Ltd.
Written consent must be obtained before any external distribution, adaptation, reproduction or use occurs.
