Participation and Reliability

Survey process owners · Leaders Updated July 2026

Response rate matters because survey findings should reflect the workforce, not just the most motivated voices. A minimum response rate of at least 60% is required to participate in benchmarking and recognition pathways as part of the LGNSW/Mastertek Employer of Choice Program.

Why participation matters

Issue Why it matters
Low response rate Results may not represent the broader workforce experience.
Uneven participation by work area Some areas may dominate the results while others are under-represented.
Low trust or confidentiality concern Employees may avoid participating or withhold honest feedback.
Operational barriers Field, depot or offline employees may miss the opportunity without assisted completion options.

Improving participation

Practical levers include:

  • clear executive communication before launch;
  • manager briefing so leaders can answer basic questions;
  • simple explanation of confidentiality and third-party handling;
  • online and paper or assisted completion options where needed;
  • time during work for completion;
  • participation reminders while the survey is open;
  • visible commitment to communicate and act on the results.

Participation monitoring

During the live survey window, we will monitor participation by work area where possible. The purpose is to target reminders and remove practical barriers, not to pressure individual employees.

Warning · Do not misuse participation data

Participation data should not be used to identify who has or has not responded. Communications should encourage participation without undermining trust.
