Using the Key Driver Library
The Key Driver Library helps councils move from survey result to diagnosis, decision and practical action. Each page describes one driver of the Mastertek Effective Organisations Framework and provides a consistent reference point for executives, People & Culture teams, survey process owners and leaders.
| Section | How to use it |
|---|---|
| Supporting aspiration | Defines what the driver is trying to achieve. |
| Why it matters | Explains the business or workforce reason for paying attention to the driver. |
| What great looks like | Provides a practical description of mature practice. |
| Survey alignment | Lists the primary Employee Survey questions aligned to the driver. |
| Interpretation questions | Helps users make sense of survey results without jumping to conclusions. |
| Possible actions | Gives examples of interventions or improvement options. |
| Evidence to review | Identifies supporting data that can test or explain the survey result. |

How not to use the library
The driver pages are not fixed prescriptions. A low score does not automatically mean Council should launch the first listed initiative. Use the pages to structure thinking, then test priorities against context, leadership insight, employee examples, operational data and actionability.
A useful question is: what is the smallest credible action that would address the real issue and show employees their feedback has been understood?
